Dr. Muazu Umar, the Director, Policy and Research, GIABA and a member of the ad-hoc Committee of vision 2050 has submitted that for the successful implementation of the Vision 2050 there must be full involvement of all stakeholders especially the States, Non- State actors, Civil society, Private Sector, diaspora and Development Partners in the implementation of the process of the Vision.
He stated this during his presentation at the ongoing Fifth Legislature Parliamentary Seminar at the Monrovia City Hall in Monrovia the capital of Liberia.Dr. Muazu who also represented the Vice President of the ECOWAS Commission at the Seminar was speaking on the topic; ECOWAS Vision 2050; Formulation process and Implementation Challenges.
According to him, the first step towards the entire process starts with the evaluation of the Vision 2020 in order to identify the various pitfalls that were responsible for the lapses and take measures that will forestall future occurrence.
This he said will be followed by a diagnostic study of the sub region to include a compendium of the aspirations of the people and other major stakeholders of ECOWAS.
This will herald a structural analysis of the ECOWAS system with a view to identify all possible and desirable future for the prosperity of the Community.
Dr. Muazu, who is also the representative of the Vice President of the ECOWAS Commission coordinating the implementation of the Vision 2050, explained that the evaluation will help to create a database that will provide a basic background information that will help to create scenarios that will help to drive the vision.
It is after this that the various scenarios will be used to design and develop strategies that will help to actualize the implementation of the Vision 2050.
Dr. Muazu stressed that there must be strong leadership and political will to create sufficient impetus for the necessary actions and reforms. He said that there must be establishment of an appropriate institutional framework to support global governance around Vision 2050 and the participatory processes needed to achieve it.
He emphasized on Sustainability which is the inclusion of long-term policies, programs and projects developed under Vision 2050 to maximize its impact on the people and communities across the region.
He advised that for the successful implementation of the Vision 2050 there must be complementarity and Subsidiarity which involve synergy of interventions at local, national and regional level in order to ensure overall coherence of responses to the set objectives.
According to Dr. Muazu, Mobilization of Resources, Cooperation and Partnership are sin qua non to the realization of the Vision 2050 Vision because it requires adequate, sufficient and complementary resources.
He said that the ECOWAS Parliament should pay serious attention to the area of ensuring strong advocacy and strengthen community ownership in their various Members state.
He enjoined them to do proper oversight that will help to match every level of the implementation stages with the resources allocated to ensure that there is accountability and effective delivery.
